Short answer: yes, if you want to look polished in every light and angle. Paris weather can be humid, windy, or a bit rainy. A professional hair and make-up artist will prepare you for sunrise, touch-ups, and close-ups in 4K resolution. I work regularly with English-speaking artists who understand photography and can come to your hotel or apartment early in the morning.
